Chasing cats and the Gentle Leader

When out on our morning walk, Mouse is continually on the look out for anything that moves. Not that he would be able to catch it, or know what to do. I found, if he spots a cat or other fury litle animal and tries to make a run for it, I pull him up, get him to sit and we wait. Fortunately he is a fast learner, so it only takes a couple of times.

I have heard the Gentle Leader Halters are good for restraining in moments like this too. Anyone have one, or tried these?
